 [Solved]GUI.overlay size & placement help

I make too many support threads, I apologies. I tried to figure this out myself with no luck. If there is a topic that supposedly has help for this on it I'd appreciated it (I wasn't able to find one myself)


My Issue:

I am toying around with the GUI.overlay trying to make things look nicer on the screen and all, and I've been fairly okay with it so far but I can't seem to get this one to budge! No matter what I put, positive or negative it stays in relatively the same area?
I've gotten the backdrop behind it to be in the place I'd like it to be, although I can't seem to get the HP bar to move into it's spot.

Did I screw something up?
left only says -0.90 because I was trying to see if I could get it to move elsewhere but with no luck.
BlackPanel2 is the Material File I made specifically for the new backdrop behind it.
